Dr. Tom Tooma, Founder
Dr. Tooma has performed more than 100,000 LASIK procedures and believes that laser vision correction at NVISION is as safe as it can be. In fact, he has performed LASIK surgery on hundreds of doctors, including 250 eye doctors. He believes that the combination of experience and technology gives NVISION patients the highest possible likelihood of achieving 20/20 or better vision through LASIK procedures.
A pioneer in the world of LASIK surgery, Dr. Tooma was a principal investigator in the field of Laser Vision Correction in 1993 and 1994. He helped several excimer laser manufacturers obtain FDA approvals for their lasers in the United States. He holds the record for many firsts. He was the first doctor in California to perform LASIK surgery and was the first to perform Custom Wavefront Guided LASIK. He was also the first to use the FemtoSecond Laser (IntraLase FS30 – All Laser LASIK), which is safer and more precise than a traditional blade and also increases the patient’s chances of achieving 20/20 or better vision.
In 1999, Dr. Tooma partnered with the largest provider of laser vision correction in the world TLC Laser Eye Centers. In 2010, Dr. Tooma was TLC’s largest franchisee with 10 locations in Southern California. At that time he separated from TLC and rebranded under the name NVISION Laser Eye Centers. This separation has enabled Dr. Tooma to develop new product lines and expand into new geographic markets. NVISION now provides LASIK, but is the first eye center in California to perform cataract surgery with the LenSx Laser, bringing increase safety and accuracy to the procedure. NVISION also offers laser treatment for dry-eyes, NVISION Diagnostics, a program that detects glaucoma in its earliest stages. Dr. Tooma has developed relationships with 1,300 eye doctors in Southern California who choose NVISION for themselves and for their patients who need surgery.
Dr. Tooma received his M.D. from Loma Linda University School of Medicine, where he also completed his internship in internal medicine and residency in ophthalmology. He completed his fellowship in Corneal Surgery and External Disease at the Emory University Department of Ophthalmology in Atlanta, Georgia. He has been board certified in ophthalmology for more than 25 years.
For Dr. Tooma, helping patients achieve their vision goals is his passion. He enjoys being a part of this life-changing procedure that has such a profound impact on an individual’s quality of life. “I love giving them a renewed clarity of vision, the most precious sense of all,” he said.
In his spare time, Dr. Tooma has done medical teaching missions to Romania, Bulgaria, China and Fiji, helping teach local ophthalmology doctors about LASIK procedures. In 2008, he and his wife, Maria Tooma DDS, founded the Mission at Natuvu Creek in Fiji. The Mission provides medical care to the 250,000 local people, with dental and ocular care provided by visiting physicians, including the Toomas.
FEINERMAN Vision Center
Dr. Gregg Feinerman, M.D., F.A.C.S.
Dr. Gregg Feinerman is a board-certified and fellowship-trained LASIK surgeon with a thriving Orange County practice in Newport Beach. He completed his ophthalmology training at the University of California, Irvine campus in June of 1998. After his residency training, Dr. Feinerman completed a refractive surgery fellowship at the internationally recognized Gimbel Eye Center. There, he was trained in advanced ocular surgical techniques (LASIK, PRK, Intacs® corneal ring segments, phakic intraocular lenses, refractive lensectomy, cataract surgery, and AK). Dr. Gregg Feinerman has performed numerous advanced refractive techniques to treat myopia, hyperopia, and astigmatism, using technology that is still currently limited to clinical trials in the United States.
As a highly respected cataract and LASIK surgeon serving Newport Beach and surrounding Orange County communities, he has been published in several peer-reviewed journals and books on both subjects. His paper entitled “Safety and Efficacy of Simultaneous Bilateral LASIK” was published in the August 1999 issue of Ophthalmology. Many consider this article a landmark study in ophthalmology because it proves LASIK can be done safely on both eyes the same day.
In addition to having his work published in medical journals, Dr. Gregg Feinerman recently contributed chapters to several best-selling textbooks including Refractive Surgery – A Manual of Principles and Practice; Wavefront Analysis, Aberrometers, & Corneal Topography; and LASIK & Beyond LASIK – Wavefront Analysis & Customized Ablation. These books instruct eye surgeons on the proper methods of caring for eye surgery patients and have been read by physicians all over the world.
Dr. Gregg Feinerman is part of an elite group of LASIK surgeons investigating surgical techniques to correct visual errors that result in a reliance on reading glasses for near vision. He is a contributing author to the book entitled Presbyopia: A Surgical Textbook, which was released in 2002. The book instructs LASIK surgeons on the new surgery to correct presbyopia and thereby allow patients to read without reading glasses.
Dr. Feinerman is a member of the scientific advisory board for Bausch & Lomb, manufacturer of Crystalens™. He is also a certified clinical instructor for Nidek, Inc., manufacturer of the Nidek laser. Dr. Feinerman frequently travels around the U.S. training physicians on both Crystalens™ and laser refractive surgery.

Dr. Carl T. Hartman, M.D., F.A.C.S.
Carl T. Hartman, M.D., F.A.C.S. has been actively performing refractive surgery since joining his father in practice in 1990. He is Board Certified as a Diplomate of the American Board of Ophthalmology, a Fellow of the American College of Surgeons, a Fellow of the American Academy of Ophthalmology, and a Clinical Professor of Ophthalmology at the University of California, Irvine. His extensive refractive surgery credentials include certification in LASIK, PRK, PRKa, PTK, RK, AK, clear corneal sutureless lensectomy, as well as corneal transplantation. Dr. Hartman is also certified in the newest WaveFront and IntraLASIK laser vision correction procedures. Thousands of patients, including many fellow physicians, surgeons, community leaders and family members (including his own wife and brother) have chosen Dr. Hartman to perform their refractive surgery.
Better known as “Dr. Carl”, he received an appointed by the Attorney General as an Expert in Ophthalmology for the State of California. As a designated expert, his testimony and opinions are used to regulate Ophthalmologists within California, often specifically in regards to refractive surgery. At the federal level, Dr. Hartman has aided in establishing national benchmarks for ophthalmic standard of care as it pertains to the United States Medicare system. At the local level, his leadership responsibilities include being Chief of Staff and Chairman of the Department of Surgery at Lakewood Regional Medical Center, as well as a member of the Medical Executive Committee at Los Alamitos Medical Center. Dr. Hartman is one of only three surgeons selected by the California Optometric Laser Associates to work with optometrists throughout Southern California to establish higher standards of care in the co-management of laser vision correction patients. The Consumers’ Research Council of America recently named Dr. Hartman to their “Guide to America’s Top Ophthalmologists.”
Dr. Hartman considers teaching the ultimate honor. He lectures and teaches ophthalmologic surgery and neuro-ophthalmology to other physicians, and actively proctors newly trained surgeons at a number of institutions. A particular source of pride for Dr. Hartman is the recognition received from the University of California, Irvine, having been awarded the “Outstanding Teaching Professor of the Year” four times. As both a clinical investigator and co-author, Dr. Hartman continues to maintain an active role in research.
Dr. Hartman grew up locally and graduated from Lakewood High School. He then attended the University of Southern California, graduating with honors with a Bachelor of Science in the Biological Sciences. In 1982, Dr. Hartman moved to Chicago, where he received his Doctor of Medicine from Chicago Medical School. A full Internal Medicine internship was completed at UC Irvine in 1987. Dr. Hartman completed his residency in Ophthalmology at UC Irvine and served as Chief Resident during his final year. He passed the Boards in Ophthalmology with honors immediately upon conclusion of his residency and accepted a position on the clinical staff at UC Irvine.
Married since 1987 to Elise, Dr. Hartman enjoys family, friends, music, athletics and tropical gardening. Aside from his gardens, where he propagates and grows over 200 species of palms and cycads and which have been featured in Sunset magazine, Dr. Hartman’s pride and joy is his daughter, Shelby. Dr. Hartman is a long distance runner, avid tennis player, scuba diver and “extreme downhill skier.” He plays trombone in a swing band and a German-American brass band.
